Behavioral Threat Assessment & Management: Special Education Considerations 

This training, presented by Dr. Melissa Reeves, provides advanced guidance on integrating behavioral threat assessment and management (BTAM) practices with special education requirements to enhance school safety and protect student rights. Participants explore the distinctions between threat assessments, suicide risk assessments, functional behavioral assessments, and manifestation determination reviews, while examining the legal and ethical considerations under IDEA, Section 504, ADA Title II, and Title IX. Emphasis is placed on balancing safety and equity by addressing bias, disproportionality, and cultural responsiveness in assessment processes. The session highlights best practices for multidisciplinary team collaboration, managing disability-specific considerations, and implementing interventions that prioritize connectedness and student support. Through case law review, practical strategies, and a focus on compliance with federal guidelines, this course equips school psychologists, counselors, and administrators with the tools to navigate complex safety decisions while ensuring free and appropriate public education for all students. 

Course Objectives:

1. Discuss special considerations to be considered when conducting threat assessments with students with disabilities or suspected of having a disability.
2. Describe the clear distinction, yet complementary aspects, between threat assessment and special education policies and procedures.
3. Discuss how IDEA, 504, and ADA Title II “Direct Threat Standard” intersect with threat assessment and the considerations needed to ensure districts are complying with federal law. 
4. Make decisions based on best practice guidance regarding parent permission vs notification, information sharing, and discipline.
5. Identify the critical actions that must be taken in the threat assessment process if a change in placement or programming is to be recommended.
